The Iran Prosperity Project (IPP) (Persian:پروژه شکوفایی ایران ; romanized: prozheh shokoufayi iran) is a national economic plan put forth by the National Union for Democracy in Iran (NUFDI) under the condition that the Islamic Republic collapses and the country undergoes political transition. The plan is supported by opposition leader Prince Reza Pahlavi, and aims to provide a viable path for Iran's future and support the country's socioeconomic needs by focusing on economic stability, opportunity, and prosperity for its citizens. Pahlavi emphasizes that the project is built on actionable plans and solutions to foster stability and prosperity in a free Iran, and includes presentations and policy recommendations.[1]
History
On 30 April 2025, Prince Reza Pahlavi officially launched the Iran Prosperity Project in Washington D.C. with presentations on various aspects of Iran's future economy, including healthcare, budget planning, and economic growth.[2][3]
In July 2025, the National Union for Democracy in Iran released a booklet illustrating and expanding the "Emergency Phase" in the midst of the 2025 Iran internal crisis. This booklet focuses on key areas and offers extensive roadmaps on issues such as energy, industry, foreign policy, education, economy, healthcare.[4]
Prince Reza Pahlavi has stated that the fall of the Islamic Republic will bring peace to the region and urged the West to end its policy of making deals with the government of Iran.[5][6][7][8]
Referendum
According to the timeline there will be a new government and the future government form will either be monarchy or republic.[9]
Content
The project is divided into three phases: The emergency phase for the short-term, the establishement phase for the medium term, and the stabilization phase for the long term.
- Emergency Phase (180 days): The plan seeks to maintain economic stability and ensure essential services. Any harmful or ineffective institutions would be closed, and interim governance institutions established in their places. State-owned enterprises would come under supervision and operate with public transparency and the country will begin to eradicate corruption to rebuild public trust. Some corrupt organizations, such as the Astan Quds Razavi, the IRGC, Setad, and Imam Khomeini Relief Foundation, would become privatized. A national referendum would be held to allow the Iranian people to determine the fate of former leaders and to choose their preferred system of government.[3][10][11]
- Establishment Phase (2–3 years): The new government will establish basic democratic institutions and prepare for free elections. The country will also begin to draft a new constitution with strong democratic institutions to support the new government in the long term.[8][12][13]
- Stabilization Phase: The new government will build a sustainable economy as Iran returns to the global economy by encouraging foreign direct investment and rebuilding civil society. Energy in Iran will play a major role with infrastructure modernization and market pricing, paving the way for economic growth and a bright future for the country.[8][12][13][14]
Criticism
Some critics argue that the projects needs further refinement and expansion to address key aspects of Iran's political economy, such as the role of state-owned banks and companies, resource allocation, and subsidies.[15]
